  • Nicole Greene

    Nicole Greene is a GovTech communications strategist with over 25 years’ experience bridging technical infrastructure expertise with strategic communications across government, financial services, and international development. She specialises in translating complex ICT standards and emerging technologies into actionable adoption narratives – from citizens to C-suite executives to international partners.

    As Strategic Advisor to the CEO at Trinidad and Tobago’s National ICT Company (iGovTT), Nicole led the communications strategy for the country’s Digital Public Infrastructure implementations – including its digital identity and credential-verification solution – aligned with the 50-in-5 campaign and South-South cooperation models, working alongside partners including CDPI, Co-Develop, UNDP and MOSIP. She architected the launch campaign for “Anansi,” the country’s AI Digital Assistant, which won the IDB Pr.A.I.S.E. People’s Choice Award for Citizen Experience in 2025, and served as Secretary of its Data Governance Committee.

    Nicole’s crisis communications counsel was called upon during Trinidad and Tobago’s COVID-19 pandemic response, including a strategic overhaul of the National COVID-19 Dashboard. She also supported the country’s first National CyberDrill – a milestone in national cybersecurity capacity- and community-building at a moment when Caribbean digital economies are accelerating and cross-border collaboration is increasingly critical.

    Nicole publishes regularly on digital public infrastructure and technology adoption, and holds a Bachelor of Science in Computer Science from Trinity College, Hartford, CT.

  • Victoria Baines

    Victoria (they/them) works as Head of Cross-Government Strategy for the National Data Library, a manifesto commitment housed in the Government Digital Service. Prior to this role, they developed the world-leading Digital Identity and Attributes Trust Framework, leading on areas including biometrics, fraud and inclusion.

    They have also worked as a researcher at the think tank Demos, where they researched a breadth of topics online safety, platform regulation and data protection. Intellectual rigour, relationship-building and a strong sense of social purpose form the bedrock of their work.

    When they aren’t working in the world of tech policy, Victoria facilitates meditation and teaches yoga, primarily in LGBTQ+ spaces.

  • Sandy Tung

    Sandy is the technology and innovation policy lead at City Hall, responsible for developing economic strategy and the role of tech and innovation in boosting London’s growth. She runs Challenge LDN, the Mayor’s open innovation programme, that invites a diverse cohort of innovators to co-design solutions that tackle the capital’s most pressing problems.

    A scientist by training, she built her career around embedding innovation into cities around the world. She’s led smart cities programmes including Sharing Cities, a €24.5 programme that tested and scaled innovative technologies across European cities and was a founding staff member of Rockefeller Foundation’s 100 Resilient Cities, working with cities around the world to become more resilient to the impacts of climate change. Sandy is a Grow London Innovation Fellow and holds a master’s degree in physics from Imperial College London

    Hollie Hodgson is Head of Account Management at Tussell, where she supports organisations in navigating and succeeding in public sector procurement. She also serves as Chair of techUK’s Scale-Up Council, championing government policy initiatives to enable UK tech scale-ups to thrive.

    I am a Gen Z innovation expert, with a career across the UK innovation ecosystem and as a representative on impactful boards at UCL and the Queen Elizabeth Olympic Park.

    I have experience in running innovation challenges, innovation adoption and diffusion, strategic governance, smart and sustainable city design. My career spans working with local and central governments, universities and start-ups on several international initiatives to solve wicked problems and champion inclusive prosperity.
